President and Chief Executive Officer
Dr. William L. Vantine is the President and Chief Executive Officer of Systems Planning and Analysis, Inc., where he leads a team of exceptionally skilled professionals working in the national defense, security, and advanced technologies communities. He is a results-oriented executive with more than 30 years of experience in the government and commercial sectors. Dr. Vantine achieves strong corporate development by combining focused, technical leadership with the highest standards of ethics and integrity. He is highly skilled at working with teams to align executable company strategy with the right tactical decisions for growth-oriented outcomes.
Before joining SPA, Dr. Vantine served as the President and Chief Executive Officer of the Los Alamos Technical Associates, an engineering and technology firm supporting the Departments of Energy and Defense and numerous commercial clients. Previously, he served as the President and Chief Operating Officer of the ARES Corporation, where his leadership helped the company grow by more than one thousand percent over a 15-year period. Dr. Vantine began his career at NASA, where he held numerous program management positions. He is an Associate Fellow of the American Institute of Aeronautics and Astronautics, a member of the Pi Alpha National Honor Society, a former Presidential Management Intern/Fellow, and a former Wolcott Fellow. He serves on the Board of Directors and/or Advisory Board for several private companies as well as for the Professional Services Council, the Rotary National Space Trophy, and the George Washington University Trachtenberg School.
Dr. Vantine received his undergraduate and Master’s degrees at George Washington University and his Ph.D. at Virginia Polytechnic Institute and State University. In addition to his Ph.D. dissertation, “Managing the Risk of Failure in Large Complex Systems,” Dr. Vantine is the author of more than 20 professional papers on risk management, software, Information Technology, data analysis, safety, and reliability. In 2019, Dr. Vantine was named GovCon Executive of the Year in the $75 – $300 million category by the Northern Virginia Chamber of Commerce and the Professional Services Council, a premier award honoring his leadership, innovation, and commitment to excellence.
Chief of Staff and Senior Vice President
Mr. Quigley is a Senior Vice President and Chief of Staff of Systems Planning and Analysis, Inc. As Chief of Staff he oversees and directs organizational efforts executing the company’s Strategic and Annual Operating Plans. Human Resources, Facilities, Quality Management, and Communications report to Mr. Quigley.
He also leads SPA’s international operations, overseeing the company’s wholly owned subsidiary, SPA Australia Pty Ltd, implementing a growth strategy across all of the defense domains––air, surface, subsurface, space, and research and development. SPA Australia’s office is located in Canberra.
Mr. Quigley previously served as a line Division Director, overseeing a broad portfolio of analytic capabilities to assist government customers with requirements, investment, strategy, and other significant decisions.
He has over 40 years of experience, beginning with a career as a U.S. Navy submarine officer. He retains in-depth knowledge of undersea capabilities and broad knowledge and understanding of military strategy and national security issues. Mr. Quigley holds a Bachelor of Science in Marine Engineering from the U.S. Naval Academy, a Master of Arts in Business and Information Systems from Webster University, and a Master of Science in National Security from the National War College.
Chief Financial Officer and Senior Vice President
As Chief Financial Officer, Darla Moon brings more than 25 years of experience to SPA in strategic planning, financial management, and program operations. Her experience spans early stage growth companies as well as large, publicly traded organizations. Within SPA Ms. Moon is responsible for all aspects of corporate finance operations. These responsibilities include internal and external financial reporting, ownership of cash, and financial risk.
Before joining SPA, Ms. Moon served as Chief Financial Officer at Patriot Group International, a global mission support service provider with expeditionary capabilities, providing services to select clients in the intelligence, defense, and private sectors. Additional experience includes serving as Senior Vice President of Business Management for the Mission Cyber and Intelligence Solutions Group at ManTech International, Inc., where she managed the Group’s business operations with direct oversight of finance, program control, contracts, subcontracts, pricing, facilities, quality and program execution, and training. During Ms. Moon’s tenure at ManTech, she completed six acquisitions and integrations and successfully achieved operational efficiencies and transformative results.
Ms. Moon holds a bachelor’s degree in Business Economics from the University of California, Santa Barbara, and has completed the Executive Leadership Course at the Darden School of Business at the University of Virginia. Ms. Moon is a multiyear recipient of the prestigious Woman of the Year Award from the National Association of Professional Women. She maintains a strong passion for executive coaching and employee development.
