Dr. William L. Vantine

President and Chief Executive Officer

Dr. William (Bill) Vantine is the President and Chief Executive Officer of Systems Planning and Analysis, Inc., where he leads a team of exceptionally skilled professionals working in the national defense, security, and advanced technologies communities. He is a results-oriented executive with more than 35 years of experience in the government and commercial sectors. Dr. Vantine achieves strong corporate development by combining focused, technical leadership with the highest standards of ethics and integrity. He is highly skilled at working with teams to align executable company strategy with the right tactical decisions for growth-oriented outcomes.

Before joining SPA, Dr. Vantine served as the President and Chief Executive Officer of the Los Alamos Technical Associates, an engineering and technology firm supporting the Departments of Energy and Defense and numerous commercial clients. Previously, he served as the President and Chief Operating Officer of the ARES Corporation, where his leadership helped the company grow by more than one thousand percent over a 15-year period. Dr. Vantine began his career at NASA, where he held numerous program management positions. He is an Associate Fellow of the American Institute of Aeronautics and Astronautics, a member of the Pi Alpha National Honor Society, and a former Presidential Management Intern/Fellow and Wolcott Fellow. He serves on the Board of Directors and/or Advisory Board for several private companies as well as for the Professional Services Council, the Rotary National Space Trophy, and the George Washington University Trachtenberg School.

Dr. Vantine received his undergraduate and Master’s degrees from the George Washington University and his Ph.D. from Virginia Tech. In addition to his Ph.D. dissertation, “Managing the Risk of Failure in Large Complex Systems,” Dr. Vantine is the author of more than 20 professional papers on risk management, software, data analysis, safety, and reliability. In 2019, Dr. Vantine was named Executive of the Year  by the Northern Virginia Chamber of Commerce and the Professional Services Council, a premier award honoring his leadership, innovation, and commitment to excellence. In 2021, Dr. Vantine was named the Private Sector Department of Defense Executive of the Year by WashingtonExec.


John V. Quigley

Chief Operating Officer and Senior Vice President

Mr. Quigley is the Chief Operating Officer of Systems Planning and Analysis, Inc. As COO he is responsible for day-to-day company operations as well as implementing SPA’s strategic vision and corporate values. In addition, Mr. Quigley oversees international operations, guiding the growth strategy across all defense domains of the company’s wholly owned subsidiary, SPA Australia Pty Ltd. SPA Australia’s office is located in Canberra.

Mr. Quigley previously served as Chief of Staff, executing the company’s Strategic and Annual Operating Plans and overseeing Human Resources, Facilities, Quality Management, and Communications. Before that, as a Division Director, he led an operating division overseeing a broad portfolio of analytic capabilities to assist government customers with requirements, investment, strategy, and other significant decisions.

Mr. Quigley has over 40 years of experience, beginning with a career as a U.S. Navy submarine officer. He retains in-depth knowledge of undersea capabilities and broad knowledge and understanding of military strategy and national security issues. Mr. Quigley holds a Bachelor of Science in Marine Engineering from the U.S. Naval Academy, a Master of Arts in Business and Information Systems from Webster University, and a Master of Science in National Security from the National War College.


Darla Moon

Chief Financial Officer and Senior Vice President

As Chief Financial Officer, Darla Moon brings more than 25 years of experience to SPA in strategic planning, financial management, and program operations. Her experience spans early stage growth companies as well as large, publicly traded organizations. Within SPA Ms. Moon is responsible for all aspects of corporate finance operations. These responsibilities include internal and external financial reporting, ownership of cash, and financial risk.

Before joining SPA, Ms. Moon served as Chief Financial Officer at Patriot Group International, a global mission support service provider with expeditionary capabilities, providing services to select clients in the intelligence, defense, and private sectors. Additional experience includes serving as Senior Vice President of Business Management for the Mission Cyber and Intelligence Solutions Group at ManTech International, Inc., where she managed the Group’s business operations with direct oversight of finance, program control, contracts, subcontracts, pricing, facilities, quality and program execution, and training. During Ms. Moon’s tenure at ManTech, she completed six acquisitions and integrations and successfully achieved operational efficiencies and transformative results.

Ms. Moon holds a bachelor’s degree in Business Economics from the University of California, Santa Barbara, and has completed the Executive Leadership Course at the Darden School of Business at the University of Virginia. Ms. Moon is a multiyear recipient of the prestigious Woman of the Year Award from the National Association of Professional Women. She maintains a strong passion for executive coaching and employee development.


Dave Hearding

Chief Growth Officer and Senior Vice President

Dave Hearding, SPA Chief Growth Officer

David W. Hearding is Chief Growth Officer of Systems Planning and Analysis, Inc. In this role, he is responsible for developing and implementing growth strategies for the company including marketing, capture, and proposal development, and also for supporting mergers and acquisitions. He has been in the government professional services industry for over 20 years.

Prior to joining SPA, he was with SRS Technologies starting in 2001, which was then acquired by ManTech International in 2007. He started as Program Manager and advanced to the position of Senior Vice President and Business Unit General Manager. As BUGM, he provided strategic and profit/loss leadership to 25 programs/contracts in five Divisions with combined annual revenue of $130M and developed branded solutions used successfully in federal bids/captures within new client and new technical domains.

In 2001, Mr. Hearding completed a successful Navy career retiring in the rank of Captain. During his career served on 5 nuclear submarines, commanded the nuclear attack submarine USS PARGO (SSN 650), commanded a nuclear submarine repair ship USS DIXON (AS 37), and served in shore assignments in Japan, Pearl Harbor, and the Pentagon. His final assignment was Director of Operations (N3) at the US Pacific Fleet, where he managed all operational aspects of the world’s largest deployed fleet comprising 188 ships and 1,400 aircraft.

Mr. Hearding holds degrees in Physics from the U.S. Naval Academy and advanced degrees in both Nuclear and Environmental Engineering from the Massachusetts Institute of Technology.
