David W. Hearding is the Chief Growth Officer of Systems Planning & Analysis (SPA), bringing over 20 years of leadership in the government professional services industry following a distinguished Navy career. He leads the company’s growth strategy—including marketing, capture, proposal development, and support for mergers and acquisitions—building on senior roles held in industry and government.
Prior to joining SPA, Mr. Hearding began his civilian career at SRS Technologies in 2001. He continued through its acquisition by ManTech International, where he advanced to Senior Vice President and Business Unit General Manager. In that role, he provided strategic and P&L leadership across 25 programs in five divisions with $130 million in annual revenue and developed branded solutions successfully used in federal bids and new technical domains.
Mr. Hearding retired from the Navy in 2001 as a Captain after serving on five nuclear submarines, commanding both the USS PARGO (SSN 650) and USS DIXON (AS 37), and completing shore assignments in Japan, Pearl Harbor, and the Pentagon. His final Navy role was Director of Operations (N3) for the U.S. Pacific Fleet, managing all operational aspects of the world’s largest deployed fleet. He holds a degree in Physics from the U.S. Naval Academy and advanced degrees in Nuclear and Environmental Engineering from the Massachusetts Institute of Technology.
