Bruce Phillips is Senior Vice President and Division Director for Space and Intelligence at Systems Planning & Analysis (SPA), bringing more than 40 years of leadership across the space and intelligence sectors. He oversees SPA’s support to Department of Defense customers—including the Strategic Capabilities Office and U.S. Space Force—multiple Intelligence Community agencies such as the NRO and NGA, and a range of Civil Space programs. His expertise spans systems engineering, technology development, acquisition, and operations for space and ground systems supporting remote sensing, exploration, communications, PNT, launch, and warfighting missions.

Mr. Phillips has also led numerous M&A evaluation and integration efforts across strategic, private equity, public company, and contract transitions. Prior to joining SPA, he served as a vice president at SAIC, leading civil space pursuits at NASA and NOAA and driving business development across DOE, HUD, GSA, and the Commerce Department. He previously held senior leadership roles at TASC and Engility, guiding organizations in high-performance computing, cybersecurity, systems engineering, and acquisition management. Earlier in his career, Mr. Phillips spent more than 20 years supporting the Strategic Defense Initiative Organization, now the Missile Defense Agency, contributing to architecture development across space, land, air, and sea domains—including work on the Brilliant Pebbles program—and serving as Director of Program Integration for the initial Missile Defense National Team.

He holds a Bachelor of Science in Systems and Control Engineering from Case Western Reserve University and a Master of Business Administration from The George Washington University, completed executive leadership programs at Harvard and the University of Chicago, and remains active in multiple government and industry professional organizations.
