Tory Harding

Victoria (Tory) Harding serves as Vice President, Accounting & Chief Accounting Officer at Systems Planning & Analysis (SPA), where she leads the company’s accounting operations and financial reporting functions. She is responsible for accounts receivable, accounts payable, payroll, cash management, tax, and enterprise accounting operations, ensuring accuracy, compliance, and efficiency across the organization.

Ms. Harding brings more than 25 years of experience in accounting and financial leadership, with deep expertise in U.S. GAAP, SEC reporting, technical accounting, and internal controls. She has a proven track record of strengthening financial operations, accelerating close cycles, and implementing scalable processes that support growth in complex, regulated environments.

Prior to joining SPA, Ms. Harding served as Controller and Chief Accounting Officer at Telos Corporation, where she led accounting, SOX compliance, tax, treasury, and SEC reporting functions for a publicly traded cybersecurity company. She streamlined the financial close process, remediated material weaknesses, and enhanced internal controls and reporting processes. Earlier in her career, she held senior financial leadership roles at CleanChoice Energy, Aegis Defense Services, FPMI Solutions, and Unisys, where she led accounting, financial planning, reporting, and compliance efforts across multi-entity organizations. She began her career in public accounting, managing audit engagements across multiple industries.

Ms. Harding holds a Master of Business Administration from Virginia Polytechnic Institute and State University and a Bachelor of Science in Accounting from Rutgers University. She is a Certified Public Accountant (CPA) and a Chartered Global Management Accountant (CGMA).
