Michelle Howell

Michelle Howell is the Chief People Officer of Systems Planning & Analysis (SPA), bringing nearly three decades of human resources leadership across the government contracting sector. Her experience spans human capital development, talent acquisition, leadership development, benefits, and full-cycle merger and acquisition integration—including planning, due diligence, and company-wide integration.

Prior to joining SPA, Ms. Howell served for seven years as Executive Vice President and Chief Human Resources Officer at ASRC Federal, where she led all HR functions for thousands of employees across multiple locations and strengthened talent pipelines for complex programs. She previously spent 15 years at BAE Systems, rising to Senior Director of Human Resources and earning a reputation for collaborative leadership, coaching, and developing high-performing teams.

Ms. Howell holds a bachelor’s degree in education from Wittenberg University and has completed executive leadership programs in change management, cultural integration, executive coaching, and business innovation.
