Cara Mitchell is Vice President of Finance at Systems Planning & Analysis (SPA), where she leads the company’s enterprise financial operations in support of a rapidly growing national security analytics and engineering firm. She is responsible for corporate forecasting, budgeting, financial reporting, compliance oversight, financial systems, and post-acquisition financial integration across the organization.
Ms. Mitchell joined SPA in May 2022 as Director of Financial Planning & Analysis and was promoted to Senior Director, Finance & Business Operations in 2024, and Vice President of Finance in 2025. She leads a 50-person finance organization spanning FP&A, Business Financial Management, project setup, financial systems, and government compliance (DCAA/DCMA).
She has played a central leadership role in financial diligence and post-acquisition integration across multiple acquisitions, ensuring seamless alignment of forecasting, reporting, compliance, and rate structures. During a period of significant enterprise growth, she executed major capital and expansion initiatives. Ms. Mitchell oversees enterprise forecasting, annual budgeting, indirect rate strategy, audit coordination, and financial systems optimization, ensuring disciplined financial execution as the organization continues to scale.
Ms. Mitchell brings more than 16 years of progressive experience in accounting, advisory, compliance, and government contracting finance leadership. Prior to SPA, she served in senior roles at Berkeley Research Group, advising clients on complex financial and operational matters. She previously held leadership positions at ASRC Federal, where she directed FP&A and rates and compliance functions within the government contracting sector. She began her career in audit and consulting roles with Baker Tilly and Argy, Wiltse & Robinson, following an internship with KPMG.
Ms. Mitchell holds a Master of Science in Accounting and a Bachelor of Business Administration with dual majors in Accounting and Tourism Management from James Madison University.
