Carol Evanoff is a seasoned Program Management leader with decades of senior experience, including 16 years as Resident Director at the Strategic Weapons Facility Pacific (SWFPAC), where she played a key role in preparing and activating the TRIDENT II (D5) program. As an SPA Fellow, she serves as the senior SME for FBM SWFPAC/SWFLANT Operations, focusing on D5LE2 activation planning and supporting SPC2 SEIT for hypersonic missile programs.
Prior to joining SPA, Ms. Evanoff was Lockheed Martin’s Resident Director at SWFPAC, overseeing 430 employees and managing a $55 million budget. She brings deep expertise in engineering, information technology, security, logistics, risk management, continuous improvement, and submarine engineering support, and is widely recognized for her mentorship—over 1,000 protégés advanced into leadership under her guidance.
Ms. Evanoff holds a Bachelor of Science in Management from St. Mary’s University and completed advanced programs at the University of Maryland and Stanford University, along with extensive technical training. She has developed strategic plans for small businesses, written on leadership and career development, taught at multiple universities, and spoken at national technical conferences. Her many honors include the 40-Year FBM Service Award, three Navy Command Raborn Awards, and two James S. Cogswell Outstanding Industrial Security Achievement Awards.
