Admiral Cecil Haney spent nearly 40 years in the U.S. Navy, retiring as Commander of U.S. Strategic Command (USSTRATCOM), where he oversaw global command and control of U.S. nuclear forces, missile defense, space, cyberspace, and electronic warfare. He previously served as Commander of the U.S. Pacific Fleet and Deputy Commander of USSTRATCOM. As a submariner, he commanded at every level, including USS Honolulu (SSN 718), Submarine Squadron One, and Submarine Group Two.
A 1978 graduate of the U.S. Naval Academy, Admiral Haney holds master’s degrees from the National Defense University and the Naval Postgraduate School and received the Vice Admiral James Bond Stockdale Leadership Award in 1998. Since retiring in 2017, he has served on the Johns Hopkins University Applied Physics Laboratory Board of Managers, the Naval Studies Board, the Center for a New American Security Board of Directors, and as co-chair of the China–U.S. Dialogue on Strategic Nuclear Dynamics for the Pacific Forum.
