SPA Fellow Tom Troyano

Tom Troyano is a Vice President and Nuclear Modernization Fellow at Systems Planning & Analysis (SPA), where he helps shape business strategy for the nuclear enterprise, reviews technical products for quality, supports national-level dialogue on nuclear modernization, and mentors the next generation of nuclear experts.

Mr. Troyano joined SPA after 28 years in the Office of the Secretary of War, including 22 years in the Senior Executive Service (SES) and two years as Acting Deputy Assistant Secretary of War. He led Milestone B approvals for two major Air Force nuclear modernization programs—the Sentinel (GBSD) ICBM and the Long-Range Stand-Off (LRSO) missile—and oversaw the Secretary of War’s portfolio reviews of the nuclear Triad. His experience spans nuclear weapons systems and modernization programs, strategy and risk reviews, Nuclear Posture Reviews, strategic planning, budget, and PPBE advocacy, QDRs, arms control treaty negotiations and compliance, and extensive interagency work with DoE/NNSA, State, DHS, and the National Security Council.

As OSW’s Director for Treaty Compliance, he chaired the New START Treaty Compliance Review Group, developed treaty-compliant solutions for major programs, and START/INF reviews—including CPS, B-1B upgrades, and SSBN conversions. He has also served on U.S. negotiating delegations.

Mr. Troyano is a two-time Presidential Rank Award recipient and holds the DoD Exceptional and Meritorious Civilian Service Medals. He earned both his Master of Arts in Security Policy Studies and Bachelor of Arts in Political Science from George Washington University.
