Ed Stewart joined Systems Planning & Analysis (SPA) in 2021 after 37 years of civilian service with the Department of the Navy and now serves as SPA’s Systems Engineering Fellow and Director of Navy and Marine Corps Initiatives. He retired from government as a Senior Executive Service (SES) member and Chief Engineer of the Marine Corps at Marine Corps Systems Command (MCSC), where he led enterprise-wide systems engineering to ensure integrated, interoperable, and certified warfighting capabilities across Marine Corps product lines and lifecycles.
Prior to MCSC, Mr. Stewart was the SES Technical Director at the Naval Surface Warfare Center (NSWC) Panama City Division. There, he directed a team of 1,500 scientists and engineers executing 150 RDT&E projects and $700 million in annual work, while instilling rigorous systems engineering discipline across the organization. Previously, he held senior technical leadership roles at NSWC headquarters—including Deputy Technical Director and Senior Scientific Technical Manager—supporting enterprise operations spanning 16,000 employees and $8 billion in workload across the surface ship, weapons, and ordnance portfolios.
Mr. Stewart began his career designing and improving combat support systems at the Naval Sea Combat Systems Engineering Station in Norfolk, Virginia. He holds a Bachelor of Science in Electrical Engineering and a Masters of Business Administration from Old Dominion University, and is a three-time recipient of the Navy Superior Civilian Service Award.
