Dr. Joe Morgan, SPA Fellow, Space and Intelligence

Joe Morgan is SPA’s Technical Fellow for Space and also serves as Director of Analysis for the Space and Intelligence Division. He brings more than three decades of experience in space operations, advanced analytics, and operational support to address complex national security challenges.

Mr. Morgan specializes in bridging the gap between senior decision-maker needs and technical execution, translating complex requirements into analytic pipelines that drive mission success. His technical work in remote sensing and land-cover classification has directly reduced risk to force and mission. By integrating subject matter expertise with geospatial, imagery, and soil data, he developed novel classification methods that enabled remote site access and target identification in support of Special Operations missions.

His leadership also extends to the operational level, where he directed the reprioritization of space field command support teams to improve lethality across high-priority space kill chains and drove space integration across three combat deployments. Mr. Morgan has also championed digital transformation initiatives, including leading the U.S. Space Command Science and Technology prioritization process to identify warfighter-relevant applications. His experience includes leading more than $25 million in technical support across partnerships with U.S. Space Command, Space Forces Space, STARCOM, Space Systems Command, and Combat Forces Command.

A veteran of multiple combat deployments supporting Operations Iraqi Freedom, Enduring Freedom, and Inherent Resolve, Mr. Morgan has worked across four combatant commands integrating air, space, and electronic warfare effects.

He is a graduate of the U.S. Air Force Academy and the U.S. Army School of Advanced Military Studies and holds a PhD in Operations Research and Industrial Engineering from the University of Texas.
