Andrew J. Pahutski oversees the development of Systems Planning & Analysis (SPA)’s advanced analytics portfolio in economic security and international foreign direct investment. He also serves as Director of Foreign Investment Review (FIR) in the Office of the Under Secretary of War for Acquisition and Sustainment – Industrial Base Policy, acting as the senior advisor to the Secretary of War on matters before the Committee on Foreign Investment in the United States (CFIUS).
Prior to joining SPA, Mr. Pahutski served as a Highly Qualified Expert to the Director of the Strategic Capabilities Office, advising on cyber operations and overseeing the development and deployment of cyber and AI capabilities. He also created and led the Department’s $200 million Cyber Vulnerability Mission Assurance Program.
Earlier roles include Deputy Director for Cyber and C4I for the Deputy Assistant Secretary of War for Developmental Test & Evaluation, as well as an assignment with the Director of Operational Test and Evaluation supporting Land Warfare programs. Before joining OSW, he held several leadership positions in the Department of the Army, including Program Manager and Chief of Test and Evaluation for WIN-T Increment 2.
A former U.S. Coast Guard reservist and recipient of multiple civilian service awards, Mr. Pahutski holds a Bachelor of Business Administration from Salisbury State University. His professional education includes programs at Defense Acquisition University and the Army Staff and Management College at Fort Leavenworth.
