SPA Fellow Chris Grubb

Chris Grubb is Systems Planning & Analysis (SPA)’s Technical Fellow for Data Science, leading technical excellence, mentorship, and strategy for data science, machine learning, and advanced analytics across the company. Known for blending philosophical problem-solving with rigorous analytic methods, he brings a uniquely interdisciplinary background to SPA.

Prior to joining SPA, Mr. Grubb served as Chief Data Scientist at the U.S. Department of State’s Center for Analytics, contributing to the Federal Data Strategy’s Data Ethics Framework and serving as the Department’s Statistical Official. He also held senior technical leadership roles at Deloitte, driving data science and analytics strategy for defense and national security clients. He has delivered data science solutions across the federal government, including the Navy, State Department, Army, and Homeland Security.

A former U.S. Navy Submarine Warfare Officer and qualified Engineer Officer, Mr. Grubb completed a Western Pacific deployment and served at COMSUBPAC. He holds a Master of Science in Operations Research from George Mason University and Master of Arts/Bachelor of Arts. degrees in Philosophy.
