Sarah St. Clair is the Senior Vice President of Business Development and Innovation at Systems Planning & Analysis (SPA), bringing more than 18 years of experience in government contracting with a strong focus on business development for the Defense and Intelligence Community. She plays a central role in SPA’s growth—both organic and inorganic—overseeing initiatives related to scalability, resiliency, data management, AI-enabled growth functions, process automation, staffing for future growth, mentoring, and training. Ms. St. Clair’s organic growth expertise spans the full business development lifecycle, including pipeline development, capture, proposal management, post-award transition, and delivery; she also leads proposal staffing, color team reviews, and process development to strengthen and automate growth operations.
She is a key contributor to SPA’s merger and acquisition strategy, guiding due diligence and integration efforts and, since 2021, leading the integration of five successful acquisitions while developing SPA’s comprehensive integration playbook. Ms. St. Clair also brings deep program oversight experience, having developed and implemented a major data management solution supporting an $800 million-plus Intelligence Community program and managing risk and logistics for the relocation of mission-critical Defense and Intelligence assets during the 2005 Base Realignment and Closure Commission.
