Ed Stewart joined SPA in November 2021 after 37 years of civilian service to the Department of the Navy. Ed is currently SPA’s Systems Engineering Fellow and the Director, Navy and Marine Corps Initiatives.

Ed Stewart joined SPA in November 2021 after 37 years of civilian service to the Department of the Navy. Ed is currently SPA’s Systems Enginering Fellow and the Director, Navy and Marine Corps Initiatives.

Ed retired from civil service as a Senior Executive Service (SES) member and Chief Engineer of the Marine Corps assigned to Marine Corps Systems Command (MCSC) as Deputy to the Commander, Systems Engineering and Acquisition Logistics. He led enterprise-level systems engineering in support of Command product lines and lifecycles to ensure MCSC provides end-to-end integrated, interoperable and certified warfighting capabilities.

Previously, Ed served as SES Technical Director at Naval Surface Warfare Center (NSWC), Panama City Division, where he led a diverse team of scientists and engineers in support of research, development, test and evaluation mission sets in the littorals. He oversaw the execution 150 projects, 1,500 employees, $700 million of annual workload; and he instilled organizational systems engineering rigor and technical discipline to ensure first time quality delivery, every time.

Ed joined the staff of NSWC headquarters in 1997, and in 2005 became the Deputy Technical Director, and in 2011 Senior Scientific Technical Manager (SSTM) responsible for advising the SES Technical Director in the day-to-day operations of an $8 billion (16,000 employees) enterprise with technical capabilities that span the systems acquisition life cycle for Navy surface ships and ship systems, weapon systems and ordnance.

Hands on design and development improving future combat support systems at the Naval Sea Combat Systems Engineering Station in Norfolk, Virginia, where Ed began his professional career, provided the solid foundation for future career progression.

An Old Dominion University alum, Ed received a Bachelor of Science degree in Electrical Engineering in 1985 and a Master of Business Administration degree in 1994. Awards include the Navy Superior Civilian Service Award in 2010, 2020 and 2021.
