SVP, Business Development and Innovation
Sarah St. Clair has over 18 years of experience in government contracting, with a strong focus in business development for the Defense and Intelligence Community. During her tenure at SPA, Ms. St. Clair has played a key role in both the organic and inorganic growth of the company.
As the Senior Vice President of Business Development and Innovation, Ms. St. Clair has a broad set of responsibilities related to growth, including growth-related scalability, resiliency, and initiatives; data management; AI for growth functions; growth tools and processes: staffing for future growth; mentoring; and training.
Ms. St. Clair’s organic growth expertise encompasses the full business development lifecycle: pipeline development, capture, proposal management, as well as post-award transition and delivery. She manages and supports proposal staffing and development, color team reviews, mentoring, and training. She is integral to business process development and automation for the growth lifecycle.
Ms. St. Clair plays a key role in SPA’s merger and acquisition activities, encompassing due diligence and integration strategy. Since 2021, she led the integration of five successful acquisitions, establishing a comprehensive integration playbook capturing the processes and lessons learned from these successful integrations.
Ms. St. Clair led the development and implementation of a data management solution to define processes and automation to support the Program Management Office for an $800M+ program within the Intelligence Community. She also oversaw the risk management programs and logistical considerations for the complex relocation of highly specialized, mission-critical assets for Defense and Intelligence customers related to the 2005 Base Realignment and Closure Commission.
