SPA Director, Space & Intelligence Division
Bruce Phillips is a 40+ year space and intelligence industry executive with expertise in systems engineering, technology development, acquisition, and operations of space and ground systems for remote sensing, exploration, communications, PNT, launch, and warfighting. Mr. Phillips has also led numerous M&A evaluation and integration efforts during his career, including successful transitions of strategic, private equity, public company, and contract sales.
Mr. Phillips is Senior Vice President and Division Director for Space and Intelligence at SPA. His division supports Department of Defense customers, including the Strategic Capabilities Office, United States Space Force; multiple Intelligence Community components including NRO and NGA; and Civil Space programs.
Prior to joining SPA, Mr. Phillips was a vice president at SAIC, where he led civil agency space pursuits at NASA and NOAA in critical manned and unmanned space exploration missions. In addition, he led business development efforts with civil agencies including DOE, HUD, GSA, and the Commerce Department. Mr. Phillips also served as Senior Vice President for Mission and Cyber Security Systems at TASC and Engility, where he led organizations focused on high performance computing, cybersecurity, systems engineering, and acquisition management.
For over 20 years, Mr. Phillips worked in all areas of the Strategic Defense Initiative Organization, now the Missile Defense Agency. He supported architecture development and analysis including space, land, air, and sea-based sensor, weapon, and BMC3 concepts. Mr. Phillips also worked on Brilliant Pebbles, a space-based sensor, battle management, and weapons program. He is a “plank holder” for his support to the initial Missile Defense National Team as Director of Program Integration.
Mr. Phillips holds a Bachelor of Science in Systems and Control Engineering from Case Western Reserve University and a Master’s degree in Business Administration from The George Washington University. He has taken executive leadership courses at Harvard University and University of Chicago and actively participates in multiple govenment and industry professional organizations.
