SPA is now seeking to fill multiple new positions supporting its principal customer, the U.S. Space Force!
OBX-SPA Alliance is a U.S. Small Business Administration Mentor-Protégé Joint Venture, originally formed by OBXtek, a veteran-owned small business, and MCR Federal, LLC. MCR is now a wholly owned subsidiary of Systems Planning & Analysis (SPA), a large advisory and assistance services business. Although the legal name of the joint venture is OBX-MCR Alliance, we are “doing business as” OBX-SPA Alliance to reflect our joint venture ownership.
OBX/MCR Alliance is a joint venture, originally formed by OBXtek, a veteran-owned small business, and MCR Federal, LLC. MCR is now a wholly owned subsidiary of Systems Planning & Analysis (SPA), a large advisory and assistance services business. Although MCR’s name remains in the joint venture’s title for legal purposes, SPA is now the company partnered with OBXtek.

The OBX-SPA Alliance JV was awarded an unrestricted Small Business Set Aside contract to compete on the Hemisphere MAC IDIQ. OBX-SPA is allowed to compete on all Task Orders, including the Full and Open and Small Business Set Aside opportunities. OBX-SPA Alliance is only one of three incumbent prime contractors on future Task Orders.
