In today’s resource-constrained environment, our clients require a complete understanding of trades between competing priorities. From strategic planning and integration support, SPA focuses on programmatic objectives in the context of enterprise-level operations. As a trusted partner, we engrain ourselves within our clients’ organizations to understand their challenges and constraints to better advise them on solutions that affect change. Our tested methodologies and unique tools ensure sound management of federal programs. This approach allows our clients to optimize their available resources, while efficiently managing their programs.

The transfer of intellectual property rights in the programmatic process has become increasingly important due to foreign investment in technology firms. We apply our legal expertise and deep background in intellectual property and technology transfer to advise the Office of the Secretary of Defense (OSD) on program outcomes performance and policy.
Every day the Defense Industrial Base works to prevent the loss of critical protected information. We support the Office of the Secretary of Defense by analyzing the impact of information loss on OSD programs, and proactively deterring, denying, and disrupting adversary activities.
With the proliferation of hypersonic weapons, the DoD is racing to field next-generation weapon systems. We provide the Office of the Secretary of Defense and the Navy program, systems engineering, safety, and flight system support necessary to operationalize the Nation’s next strategic capability.
The traditional government programmatic process does not always align with national objectives. When the Chief of Naval Operations requested the accelerated deployment of an operational laser weapon system, the Navy turned to us to navigate the programmatic process using the Rapid Prototyping Experimentation Demonstration (RPED) approach. SPA helped the Navy achieve this goal by identifying modifications to the standard DoD programmatic process that expedited capability delivery to the fleet.
