Keegan Mills is SPA’s first Cyber and Information Warfare Fellow, bringing deep expertise in engineering, cyber technology, and information systems supporting Department of War missions. He joined SPA in August 2025 as Cyber Prototyping Transition Lead in the Space & Intel Division’s Strategic Technology Analysis Group. In this role, he helps advance SPA’s ability to provide clients with objective, technically rigorous guidance on the evolving challenges of cyberspace operations and cybersecurity.

Prior to joining SPA, Mr. Mills served as Director of Task Force Aquila and Engineering and Cyber Technology Lead for Marine Corps Systems Command (MCSC). In this role, he advised the Commander and Executive Director, as well as Program Executive Office Land Systems and subordinate activities, on matters related to cyberspace, cybersecurity, and information technology management. He also led MCSC efforts to shape the future engineering of the Service Information Environment and its primary construct, the Marine Corps Enterprise Network.

Previously, Mr. Mills served as Chief Information Officer of a Washington, D.C.–based defense firm, where he strengthened the organization’s software engineering, network engineering, and cybersecurity capabilities. He also participated in the Defense Industrial Base Cybersecurity (DIB CS) Information Sharing partnership, supporting collaboration across industry to improve collective cyber threat awareness.

Earlier in his career, Mr. Mills served as Director of Information Technology for the same firm, where he built its technology infrastructure, developed custom software solutions, and implemented advanced cyber defense and network threat response capabilities.

He holds a Bachelor of Science in Computer Information Technology from the University of Maryland University College.
